One of the key arguments in favour of technological "progress" is the notion of scarcity. Over time, the concept of "progress" has become synonymous with technological advancement. Aidan Davision, in his book Technology and the Contested Meanings of Sustainability, says, "...social stability [became] synonymous with dynamic progress, for stability is thought to be founded upon the ability of social activity to overcome external limits." Scarcity is an external limit, one which moved with us everywhere, all throughout time. Humans have continued to have a remarkable tendency to deplete what sustains them, more so than any other creature than I can think of. If we were to look at some of the negative manifestations of our behaviour, we would note overfishing, deforestation, soil erosion, nutrient depletion in soil, water table decline, and so on. What this favours is then a new look at the technologies that allow us to deplete and overextract, and we of course find out that there are "better" ways to deplete and extract, such that we can get the same amount out for less input. Davison writes, "...fear of scarcity becomes fuel for progress. Scarcity is the goad that stimulates the productive fervor necessary to prevent technological society from collapsing on itself."
Biofuel research is a great example in which the notion of scarcity is fueling technological advancement, without a deeper understanding of social and behavioural dimensions to the problems facing us. Biofuels are being investigated as alternatives for traditional fossil fuels in combustion applications, the reasons for doing so differ depending on who you talk to. One of the reasons is that biofuels may have the ability to have "net-zero" carbon dioxide emissions, that is, the carbon dioxide emissions that occur through burning the fuels will then be reabsorbed by those very plants, that will then be converted back into fuel, and so on. Yet what seems to me equally, if not more, fundamental drivers of biofuel research are 1) an inability to move away from technological systems already in place (cars, planes, etc.) and 2) the drive to overcome external limits, in this case, limited fossil fuel stocks. This second point leads to all sorts of national security arguments, which I talked about in a previous War and the Environment post. In fact, much of the work being done in biofuel research is being done by the Air Force and Department of Defense.
But as has been explored by myself and Dr. Jack Edelstein, Jevon's Paradox continues to rear its head in all technological applications. Now while there is nothing wrong with efficiency (shout out to Matthew L.=)), in many cases, we actually end up doing more harm trying to move away from scarcity by making something else more scarce, particularly because many engineering designs are not modular, and therefore not conducive to modification or reuse. With biofuels, while being a step away from fossil fuels, there have been increased tendencies to cut down trees to plant biofuel crops. We therefore deplete and make scarce trees, and consequently the ecology supported by those trees, let alone affect indigineous peoples and their homes.
I believe that something powerful that each and every one of us can do is consider more thoughtfully the impacts of our choices, because in today's world, many of our choices are technologically driven. Scarcity arguments will continue to be used to research and invest in ever more diverse, new technologies based off of extraction. Yet we continue to deplete and degrade with our quest for such technologies. It is important to realise that each one of us lends our patronage to this system if we choose to participate. Now while not participating in these systems may be difficult, as I wrote about yesterday, it is entirely feasible to limit our impacts and to continue to have discussions that will hopefully make those around you understand these points of view.

Changing the system, or navigating it with integrity

I keep coming back to Jensen's talk the other day, because it was just full of fascinating ideas, thoughts and encouragement, but also replete with cynicism and a sense that we are just running out of time. I must agree that we are running out of time, in the biggest sense, first and foremost. With something like climate change for example, it doesn't seem like the world is gung-ho on making sure Mauritius doesn't drown. There are other deeper issues that do need to be dealt with, though, such as a redefinition of norms and ethics, which I think Jensen is trying to get at, too.
(When I say "technology," I mean the technology that has been brought into the world in the past few decades, the rate of whose introduction has followed something like Moore's law.) As I have alluded to with several posts on technology and progress (here, here, here, here, here), while I am not against technology altogether, the trend of techno-optimism are rather worrying, particularly because it has redefined what "sustainability" means. It has now come to mean "sustainable development," which fundamentally assumes that a Western-derived ethic of technological development will free us from our current society's ecologically-degrading behaviour. Instead of actually questioning our behaviour and what drives it, we come up with geo-engineering solutions that are just bound to make things worse. Now, it seems that much of our education system is set up such that it produces people to further entrench this technologically-driven, ecologically-degrading economy as the norm. And while it may be possible to engineer our way out of environmental disaster (I do not believe so), what Jensen is saying that it would be a major breakthrough if we were to take a step back and realise that our quest for ever-increasing technology has led us to where we are.
There are two ways then that Jensen says we could use our power - either we could all be techno-optimists, and make technologies that are "efficient" and "less harmful" to the environment, rather than come up with technologies that will have a degrading influence on nature and people, or we can say that the problem is our dependence on technology itself. We can get a job with BP, and try to "green" it from the inside, or we can make BP obsolete. We can try to convince people in the Department of Defense that we should have weapons that target only the intended target and minimise collateral damage, or we can stand in solidarity against everything that drives us to use violent force, and make the need for something like the Department of Defense a thing of the past. These are difficult things to do, but things that each and every one of us can influence. By saying no, we do not patronise, and we do not in any way insure the future of the system.

War and the Environment - Non-war time
Mark Woods, in his piece "The Nature of War and Peace: Just War Thinking, Environmental Ethics and Environmental Justice," mentions several impacts of war operations, including
- "the compaction, erosion, and contamination of soils by bombs and missiles and their hazardous and toxic residues and by the passage of military vehicles,
- other forms of land pollution ranging from latrines and garbage dumps to landmines, unexploded ordnance, and radioactive dust,
- defoliation, deforestation and land degradation,
- contamination of surface waters and groundwater,
- atmospheric emissions and resulting air pollution from military equipment and vehicles,
- direct and collateral killing of animals and plants and loss of habitat,
- degradation and destruction of protected natural areas, and
- noise pollution."
These impacts are truly gigantic, and several real-life examples of the environmental impacts of war can be found here and here. But I think Woods leaves out the most environmentally and ecologically aspects of war - the preparation for war. I refer to these times not as "peace" times, but rather non-war times. Since many governments are always constantly preparing for war, and looking forward to the next war, such interludes between war cannot be justly called "peaceful" times. During these non-war times, it is not as if the military machine stops. Instead, it is doling out contracts to companies like Lockheed Martin and Dow Chemical to produce the next-generation fighter jets, and the next-generation toxins. During the research of these toxins, during the production and testing of these jets, natural resources are constantly extracted violently from the earth. Pollutants are released into the air and aquifers. Given that significant effort is expended on such work during non-war times, and that nations have always been in non-war states longer than in war, I am absolutely positive that the cumulative impacts of these activities far outweigh the impacts during war. In fact, any effort to "green" military operations during war are laughable. (Using a compact fluorescent bulb in Afghanistan? Might as well just use an incandescent and stop insulting the environment. Please stop greenwashing.) If you are just looking at greenhouse gas emissions and climate change impacts, let alone other environmental impacts, the Department of Defense's operations in fact account for a huge amount of emissions - only 35 countries use more oil per day than the Pentagon itself (not including contractors). At the same time, the Department of Defense has won several exemptions for environmental law and regulations to conduct its training, research, and preparation.
